The Al-Karam International Institute Act, 2021 grants the Institution every type of academic, financial and administrative autonomy and states that the institution shall be open to all persons of either gender whatever religion, class, creed, race, color or domicile without any discrimination whatsoever.

The Public Private Partnership Authority (Amendment) Act, 2021 amends some parts of the Public Private Partnership Authority Act, 2017 including the preamble, various sections in the chapters related to institutional framework, fund, viability gap fund and project development facility and legal and contractual framework. Some parts are added to the Act relating to risk management unit and public private partnership working party. According to this act, the Public Private Partnership Authority shall establish a Project Development Facility, administered by the Authority. The Project Development Facility shall act as a pool of funds, including contributions from international donor agencies, to support the preparation of any proposals for qualified projects. There shall be established a Risk Management Unit, under the Public Private Partnership (Amendment) Act, 2021, which shall be controlled, managed and administered by the Finance Division and shall be responsible for fiscal oversight and for evaluation of fiscal and contingent liability exposure for all qualified projects.

Read MoreThe Countervailing Duties Act, 2015 (the “Countervailing Law”) was enacted for giving effect in Pakistan to the provisions of Article VI and XVI of General Agreement on Tariffs and Trade, 1994 and to the Agreement on Subsidies and Countervailing Measure. The Countervailing Law was enacted in order to further strengthen the law relating to imposition of countervailing duties to offset such subsidies, to provide a framework for investigation and determination of such subsidies and injury in respect t of goods imported into Pakistan. The countervailing duties are imposed where the commission determines that any exporting country pay, directly or indirectly, any subsidy upon the manufacture or production of an investigated product including without limitation to the subsidy in transportation of such product. The Countervailing Law provides the circumstances in which subsidy shall deemed to exist, the mode of investigations and determination of injury. The Countervailing Law has repealed the Countervailing Duties Ordinance, 2001. The prevalent rules for countervailing duties are Countervailing Duties Rules, 2002 which were made in exercise of the powers conferred under Section 34 of the Countervailing Duties Ordinance, 2001.

It aims to improve medical education and enhance effectiveness, efficiency, and responsiveness of healthcare services in Medical Teaching Institutions. Whereas for the purposes of this Act, Medical Teaching Institution shall be a body corporate having perpetual succession and a common seal with power to acquire, hold and dispose of movable and immovable property and may in its name sue and be sued, provided that a Medical Teaching Institution shall not dispose of an immovable property without permission of the Government. According to The Punjab Medical Teaching Institutions (Reforms) Act every Medical Teaching Institution shall consist of a college, or a teaching institution and such number of hospitals as may be notified by the Government. All employees of the Medical Teaching Institutions shall be deemed to be public servants within the meaning of section 21 of the Pakistan Penal Code, 1860 (XLV of 1860). Under this Act, the Government may, by notification in the official Gazette, make rules for giving effect to the provisions of the Act. Whereas unless otherwise provided by the Act and subject to subsection (4) of section 13, the provisions of the Act shall have an overriding effect and the provisions of any such law to the extent of inconsistency with the Act shall cease to have effect.

The Punjab Probation and Parole Services Act 2019 extends to the whole of Punjab. The Punjab Probation and Parole Services Act 2019 was passed to establish an effective and efficient probation and parole service for assessing and managing offenders who have been or may be sent on probation or parole and for better coordination in the criminal justice system and for matters connected therewith or incidental thereto. It prescribes the working of parole board, probation and parole officers and describes the ways of maintaining system. According to the Act, Government shall establish and maintain a Service to be called the Punjab Probation and Parole Service.

Under the Ordinance the Director General Health is given the power to prohibit or impose restrictions in relation to holding of events and gathering on the occupier of premises, organizer of events and/or any person who is holding such event or gathering. The Director General Health is also empowered to close or restrict entry into or exit from a premises. Under the Ordinance a medical officer (as notified) may after having informed about a potentially infectious person, direct such person to proceed to a specified place which is suitable for screening and assessment and remain there for a maximum period of forty days (40 days).

The Act enlists the unfair labour practices on the part of the worker/trade union and on the part of the employers.

Every industrial establishment, the total income of which in any year of accounting is not less than five lakh of rupees, shall pay to the Fund in respect of that year, a sum equal to two per cent of its total income. An industrial establishment, inter alia, includes any concern owning or managing a factory, workshop or other establishment in which articles are produced, adapted or manufactured with the aid of electrical, mechanical, thermal, nuclear or any other form of energy transmitted mechanically and not generated by human or animal agency. In addition to the above amount, every industrial establishment shall, in addition to the amount payable by it in respect of any year of account, pay such amount as the Federal Government may determine.

The Ordinance does not define the term employer, however, conjunctive reading of the relevant provisions leads to the conclusion that every establishment having hundred workers working therein, during a year, is bound to have at least one percent disabled persons as its employee and such worker would be deemed to be the employee of establishment, where it is in fact working. The disabled persons employed against any post shall be entitled to the terms and conditions which are not less favourable than those of the other persons employed by the establishment against similar posts. An establishment which does not employ a disabled person as required, shall pay in to the Funds each month the sum of money, it would have paid as salary or wages to a disabled person, had he been employed.

In case of termination of employment of any person, the wages earned by him shall be paid before the expiry of the second working day on which his employment is terminated. No employer can pay any worker wages at a rate lower than the rate declared under this Ordinance to be minimum rate of such worker.

This Act provides the law for the regulation of securities industry, protection of investors, and matters connected herewith, or ancillary thereto. It extends to the whole of the Pakistan. Except for PART V, this Act shall come into force at once, whereas PART V of this Act shall come into force on such date as the Federal Government may, by notification in the official Gazette, appoint. This Act provides rules and regulations regarding the Securities Exchange. The word “Securities” in case of listed instrument is described in the sub-clauses ‘a to i’, of clause “ii” of section “2”. Section 3 of this Act requires that no person shall establish or operate or assist in establishing or operating or hold himself out as operating a securities market except under and in accordance with a securities exchange license granted by the Securities and Exchange Commission of Pakistan under section 5.
