The Maritime Security Agency Act, 1994 was enacted to establish a Maritime Agency to provide for the regulation of maritime activities and to safeguard the maritime interests of Pakistan. According to the Maritime Security Agency Act, 1994, the Federal Government shall establish a Maritime Security Agency Act comprising Director General, Deputy Director General and other members.

Under the Maritime Security Agency Act, 1994, further describes the procedure of the appointment and removal of the officers of the Agency.
