The Pakistan Single Window Act, 2021 was enacted to establish an autonomous body named as Pakistan Single window. The reason for establishing Pakistan Single Window was the agreement on Trade Facilitation of the World Trade Organization that demands its establishment to facilitate efficient imports, exports, international transit and matters associated thereto, across Pakistan’s national territory and notified international borders by using any technological means available or made available in future, for this purpose. The Pakistan Single Window and any systems ancillary thereto shall apply to any of the OGAs, Pakistan customs, other entities and organizations in any matter related directly or indirectly to imports, exports and transit trade as the Governing Council, established by the Federal government, may specify. Moreover the Governing Council may specify the procedure or appoint any committee to resolve any dispute arising during the implementation of this act. Other than this the Governing Council shall perform all such functions as the Federal government may prescribe in order to ensure achievement of the anticipated outcomes.

The lead agency under the Pakistan Single Window Act, 2021 shall be Pakistan Custom (unless the Federal Govt. may determine otherwise) and shall constitute an operating entity under the provisions of the Companies Act, 2017 in order to develop, roll out, operate, maintain, expand, enhance, replace and market Pakistan Single Window and systems allied thereto.
