The Legal Practitioners and Bar Councils Act, 1973 was enacted for the establishment of Pakistan Bar Council at national level and Punjab Bar Council, Sindh Bar Council, KPK Bar Council and Balochistan Bar Council at provincial levels. In addition to this there shall be established a Bar Council especially for the capital called Islamabad Bar Council. According to the Legal Practitioners and Bar Councils Act, 1973, the Pakistan Bar Council shall consist of Attorney General for Pakistan and 23 other members elected by the members of the Provincial Bar Councils. Some functions of Pakistan Bar Council are to admit persons as advocates entitled to practice before the Supreme Court, to prepare and maintain a roll of such advocates and to remove advocates from such roll, to entertain and determine cases of misconduct against advocates of the Supreme Court, to award punishment in such cases, to lay down standard of professional conduct and etiquette for advocates etc. The Legal Practitioners and Bar Councils Act, 1973, further describes general provisions for the eligibility, membership and enrollment of the members of the national and provincial bar councils. The act was amended from time to time in the years 1975, 1976, 1987, 2005, 2014, 2015, 2017, 2018 and The Legal Practitioners and Bar Councils (Amendment) Act, 2021.
