The Punjab Kite Flying Regulations, 2025 were framed by the Government of Punjab, Home Department, under Section 15 of the Punjab Regulation of Kite Flying Ordinance, 2025 (i.e. Punjab Regulation of Kite Flying Act, 2025). The Regulations designate the Deputy Commissioner of each district as the registration authority responsible for processing applications for registration and renewal through the E-Biz App.

The Regulations prescribe separate application forms for different categories of applicants, namely Form-A for manufacturers, Form-B for traders, Form-C for sellers, and Form-D for kite-flying associations. Upon electronic approval of an application, an electronic registration certificate is issued in the relevant category, namely Certificate-A for manufacturers, Certificate-B for traders, Certificate-C for sellers, and Certificate-D for kite-flying associations.

Each registration certificate is required to contain essential particulars, including the name of the applicant or entity, category of registration, approved premises, permissible kite-flying material as specified in Schedule I of the Rules, validity period, and conditions of registration.

The Regulations further provide safety measures for motorcycle riders within notified areas where kite flying is permitted. No motorcycle may be driven in such areas unless it is equipped with an approved front-mounted safety rod. The safety rod must be manufactured from high-tensile, impact-resistant, flexible, and non-conductive material, with a minimum height of one meter. Authorized police officers are responsible for ensuring compliance with these safety requirements.

The Regulations also define the responsibilities of departments and agencies during three operational phases, namely the pre-kite flying festival phase, during-kite flying festival phase, and post-kite flying festival phase.

During the pre-festival phase, the police are required to enforce the ban on kite flying and ensure that the manufacture, trade, and sale of permissible kite-flying material is carried out only by duly registered persons or entities.

During the festival phase, the police and the Punjab Enforcement and Regulatory Authority (PERA) are responsible for monitoring and enforcing compliance through inspections, surveillance, and enforcement operations. The Information Department and Directorate General Public Relations (DGPR) are tasked with ensuring appropriate media coverage and addressing misinformation relating to the festival.

In the post-festival phase, the police, Public Prosecution Department, and Home Department are required to conduct follow-up investigations and compile enforcement and prosecution data. The concerned Deputy Commissioner must also submit a comprehensive post-festival report to the Home Department.

The Regulations further authorize the Secretary, Home Department, under Section 16 of the Ordinance, to issue necessary guidelines consistent with the Ordinance, the Rules, and the Regulations, either on the basis of official reports or upon the request of a Deputy Commissioner.
