The Punjab Regulation of Kite Flying Rules, 2025 were framed by the Governor of Punjab under Section 14 of the Punjab Regulation of Kite Flying Ordinance, 2025. Rule 3 of the Kite Flying Rules, 2025 governs the registration process for manufacturers, traders, and sellers engaged in the kite-flying business. The Kite Flying Rule outlines the procedure for submission of applications, verification and inspection of business premises by the relevant authorities, issuance or refusal of registration certificates, validity and renewal of registration, and the conditions attached to such registration. It further requires every registered manufacturer, trader, or seller to prominently display the registration certificate at the place of business.
The Kite Flying Rules prohibit the manufacture, trade, or sale of charkhi, sharp maanjha, and dor coated with sharp maanjha. They also provide a framework for the registration of kite-flying associations. An application for registration is required to be submitted online by the president or general secretary of the association along with prescribed information, including the name and address of the association, contact details, membership particulars, CNIC details of office bearers and members, copies of CNICs, and proof of payment of the registration fee.
Upon receipt of the online application, the Deputy Commissioner is required to verify the contents of the application and supporting documents within ten days. The Kite Flying Rules further provide that a kite-flying association must consist of at least ten members, including the president and general secretary. The Deputy Commissioner is also responsible for maintaining the record of membership of registered kite-flying associations.
Schedule I to the Kite Flying Rules prescribes the specifications for permissible kite-flying material, while Schedule II provides the fee structure for registration.
