The Subscribers Antecedents Verification Regulations, 2015 are made by the Pakistan Telecommunication Authority (PTA) under clause (o) of Sub-section (2) of Section 5 of Pakistan Telecommunication (Re-organization) Act, 1996. The Subscribers Antecedents Verification Regulations, 2015 apply to all mobile communication services licensees for the registration and maintenance of accurate data of their subscribers’ antecedents through the proper documentation and verification process through NADRA database in accordance with the procedures under these Regulations. The Regulations define the specific terms such as Authorized Sellers, Corporate Consumers etc. The Subscribers Antecedents Verification Regulations, 2015 provides for the procedure of subscriber documentation and online verification through NADRA database by operators. The verification and activation of SIM(s) by cellular mobile operators mechanism requires that no more than five (05) SIMs shall be sold and collectively activated by operators against an individual CNIC holder, whether from one or more operators. The Subscribers Antecedents Verification Regulations, 2015 define the responsibilities of service providers in conducting thorough antecedent verification and ensuring the accuracy of subscriber information.
