The Punjab Safe Cities Authority Act, 2016 establishes a permanent statutory framework for the Punjab Safe Cities Authority (PSCA), replacing the earlier Punjab Safe Cities Authority Ordinance, 2015. The Act provides a comprehensive legal foundation for the development, operation, and expansion of modern, technology-driven security and surveillance systems in major cities of Punjab, beginning with Lahore. Its primary objective is the creation and management of Integrated Command, Control, and Communication (IC3) Centers, designed to enhance public safety, strengthen law enforcement capabilities, and facilitate prompt emergency response. Through this legislation, the Government institutionalizes a centralized system equipped with advanced surveillance technologies, communication networks, real-time monitoring, and control rooms, thereby fostering safer and better-regulated urban environments.
The Authority is constituted as a corporate body with perpetual succession and a common seal, empowered to acquire and manage property, enter into contracts, and sue or be sued in its own name. The Act defines its governance structure, placing the Chief Minister as Chairperson, supported by an Executive Committee chaired by the Chief Secretary and a Management Committee led by the Provincial Police Officer. Operational leadership is vested in a Managing Director, appointed from police ranks not below Deputy Inspector General, responsible for ensuring the readiness and effective functioning of IC3 facilities. The Chief Operating Officer serves as secretary to all committees and coordinates administrative functions. This governance arrangement ensures appropriate oversight, administrative management, and policing expertise.
Under the Act, the Authority is empowered to plan, develop, and maintain IC3 facilities and related infrastructure, enter into contracts, leases, and licenses, secure surveillance and communication systems, monitor agreements, prevent interference with its operations, and acquire, hold, or, with Government approval, dispose of property. It is also authorized to constitute committees to support technical and operational functions, enabling the Authority to function as an autonomous, technologically capable institution devoted to public safety and law enforcement.
To sustain its operations, the Act establishes the IC3 Fund, comprising Government grants, Federal contributions, foreign aid, approved loans, and revenues generated from the Authority’s activities. Employees of the Authority are deemed public servants under Section 21 of the Pakistan Penal Code, 1860, with IT specialists recognized as experts under Article 59 of the Qanun-e-Shahadat Order, 1984, and appointments validated under Section 510 of the Code of Criminal Procedure, 1898. The Act further grants legal immunity for any action taken in good faith and validates all actions undertaken by the Authority between the repeal of the 2015 Ordinance and the commencement of the 2016 Act.
