The Access Promotion Rules, 2004 are made under the Section 57 of the Pakistan Telecommunication (Re-organization) Act, 1996. The Access Promotion Rules define key terms such as ‘Access Promotion Contribution’ (“APC”), ‘Approved Accounting Rate’ and ‘Universal Service Fund’ (“USF”). The Rules establish a framework for regulating the contributions made by Long Distance and International (“LDI”) Licensees to Local Loop (“LL”) Licensees and the USF. These contributions are based on the volume of incoming international telephony service and are meant to promote access to telecommunication services.
