The Protection from Spam, Unsolicited, Fraudulent and Obnoxious Communication Regulations, 2009 were made under the clause (o) of Sub-section (2) of Section 5 read with clause (c) and (m) of Sub-section (1) of Section 4 of the Pakistan Telecommunication (Re-organization) Act, 1996 by the Pakistan Telecommunication Authority. The Protection from Spam, Unsolicited, Fraudulent and Obnoxious Communication Regulations, 2009 have scope and applicability to all telecom operators in relation to ensuring and protecting the interest of telecom consumers by preventing them from spam, fraudulent, unsolicited and obnoxious communication as set out in these Regulations. The Protection from Spam, Unsolicited, Fraudulent and Obnoxious Communication Regulations, 2009 provide for the standard operating procedure for controlling spamming, fraudulent communication, unsolicited calls and obnoxious communication in Part II, Part III, Part IV and Part V of the Regulations, respectively along with the Complaint Handling Procedures. The Complaint Handling Procedures are required to be set up by all Operators under the Telecom Consumer Protection Regulations, 2009.
