These Pakistan Petroleum (Refining, Blending & Marketing) Rules, 1971 were made on 30th September, 1971 by Ministry of Natural Resources, Government of Pakistan under the Regulation of Mines and Oil-Fields and Mineral Development (Government Control) Act, 1948. These Rules were enacted to regularize the process and matters that arise during the course of refining, blending & marketing of petroleum products. Under these Pakistan Petroleum (Refining, Blending & Marketing) Rules, 1971 the word ‘Refinery’ means a facility wherein refining of crude oil is carried on towards the completion of all types of petroleum products and includes all other ancillary facilities and equipment required for this purpose.
