In pursuance of the power conferred on the board under section 17 of the National School of Public Policy Ordinance, 2002 the Board of Governors of National School of Public Policy has approved the National School of Public Policy Service Regulations 2014 (“Regulations”) to regulate the terms and conditions of service of the employees of National School of Public Policy (“NSPP”) and matters connected therewith or ancillary thereto. The Regulations shall be applicable to all the employees of the NSPP and its integral and constituent units provided the matters are not dealt in with National School of Public Policy Rules 2017.
National School of Public Policy Service Regulations 2014 define the terms like academic employee, ad-hoc appointments, promotion, Rector, selection committee, temporary post and transfer etc. The Regulations deal with the method of recruitment; appointment by promotion, transfer deputation etc.; appointment of acting charge; appointment on track system; seniority; promotion; minimum length of service and ACRs etc.
Initial appointment to all permanent posts shall be made on the basis of merit determined as a result of a test or interview or both. The appropriate selection board or selection committee, as the case may be, shall make appointments after advertisement in at least one English newspaper and one Urdu language daily newspaper of wide circulation. Appointment by promotion to posts in various grades shall be made on the recommendations of the appropriate selection board or selection committee. Where a post is likely to remain vacant for a period not less than six months and the appointing authority does not consider it expedient to make an appointment on an ad-hoc basis, it may appoint the most senior employee who is suitable for promotion on current charge basis.
Every appointment in the school shall be subject to medical fitness of the appointee. Regular employees possessing the prescribed qualifications and experience shall be eligible for consideration for promotion to a post in the higher scale. The minimum length of service for promotion to various grades is given in the Regulation No. 17. The promotions are dealt in with Regulations No. 6, 9, 15 & 16.
Annual confidential Reports (ACR) of all the school employees shall be initiated in the 1st week of January by the Reporting officer who is directly supervising the duties of the employee working. The Rector shall be the chairperson of the selection board and selection committee. Appointing authorities for appointment of promotion given in section 20 of the Regulations.
The Board may revise these pay scales and allowances as it deems fit. The permanent employees of the school shall retire from service on completion of sixty (60) years. If an employee wishes to resign from service, he/she shall have to give notice to the appointing authority.
