The Mobile Device Identification, Registration & Blocking Regulations, 2017 are made under Clause 9.6 of the Telecommunications Policy, 2015 read with Sub-section (2) of Section 29 of Pakistan Telecommunication (Re-organization) Act, 1996 by the Pakistan Telecommunication Authority (PTA). Mobile Device Identification, Registration & Blocking Regulations, 2017 applies to all Mobile Communications Service Licensee(s), Type Approval Holders, and Authorized Distributors and OEM/ODM for registration and maintenance of accurate data of mobile device(s) and IMEI(s), to ensure sale, purchase and provision of mobile communication service(s) to Compliant Mobile Device(s) only, through DIRBS System in accordance with the procedure(s) provided in these Regulations. The Pakistan Telecommunication Authority (PTA) has introduced the Mobile Devices Identification, Registration and Blocking Regulations, 2017 to prevent the use of stolen, blocked, or devices lacking duplicate or non-standard identifiers within the country. The Regulations involve the establishment of a Mobile Devices Identification, Registration & Blocking System (DIRBS) to control the import, sale, marketing, and connection of non-compliant devices to mobile networks. The initiative aims to safeguard mobile users’ data nationwide, requiring mobile licensees to actively identify and maintain an industry-wide database of such devices.
