The Copyright Rules, 1967, framed by the Federal Government under the authority of section 82 of the Copyright Ordinance, 1962, lay down the procedure relating to the registration and administration of copyright.
Under Copyright Rules, 1967 the Register of Copyrights is divided into four parts, namely: (i) literary, dramatic, and musical works; (ii) artistic works; (iii) cinematographic works; and (iv) sound recordings. For each part of the Register, corresponding indexes are to be maintained, including: (a) a general author index; (b) a general title index; (c) an author index for works in every language; and (d) a title index for works in each language. Copies of entries from the Register or its indexes may be obtained by any person upon payment of the prescribed fee.
The Copyright Rules, 1967 also provides the methods for submitting applications to the Copyright Board for a compulsory license under section 37 to produce and publish a translation of a literary or dramatic work in Pakistan in the prescribed form and number. The Board is empowered to fix the royalty payable to the copyright owner, extend the period of a license on the licensee’s request, or revoke the license in case of non-compliance with its conditions. The applicable fees for various matters under the Ordinance and the Rules are set out in the Second Schedule.
