The Islamabad Capital Territory Senior Citizen Act, 2021 was enacted by the GOVERNMENT of Pakistan to set up a Fund for the well-being, comfort and dignity of the senior citizens residing in the Islamabad Capital Territory in order to fulfill its international responsibilities being a member of United Nations which include following the UN Principles for Older Persons and Madrid International Plan of Action on Aging and to satisfy the command of alleviating the sufferings of all citizens irrespective of sex, cast, creed or race as enshrined by the Constitution of Pakistan. Under the Islamabad Capital Territory Senior Citizen Act, 2021, The Ministry of Human Rights shall establish a Council to be known as the Senior Citizens Council comprising of 12 members including the Minister of Human Rights Division as the Chairperson and other members from various departments like Bar Council, Pakistan Bait- ul – Maal, Finance Division, Human Rights Division, National Health Services, Regulations and Coordination Division etc. The Council shall exercise such powers and perform such functions, as may be necessary for carrying out the purposes of this act. The Islamabad Capital Territory Senior Citizen Act, 2021 empowers the concerned Division to establish and maintain old-age homes to be known as Dar-ul-Shafqat, an accessible place, to accommodate the indigent senior citizens of Islamabad and grants numerous privileges to the senior citizens including provision of a Senior Citizen Card, retirement benefits, ways of maintenance of life and transfer of property etc.
Moreover, according to the Islamabad Capital Territory Senior Citizen Act, 2021a Fund known as Senior Citizens Fund and a Grievance Committee shall be set up by the Council to meet the financial needs and to address the grievances of the senior citizens.
